It is a ready-to-use gel based on hyaluronic acid (specifically, sodium hyaluronate), with glycerin and water (aqua) as other main components.
Qualities

Hydration & Moisturisation: Thanks to sodium hyaluronate + glycerin it helps attract and retain moisture in the skin.

Texture / Feel: Gives products a non-sticky, light barrier feel. Adds to the richness or luxurious feel of gels, creams, lotions.

Rheology / Thickening: It acts as a rheology modifier — i.e. it can increase viscosity, change the flow / feel in formulations.

Mildness / Safety: Mild, safe to skin; preservative-free as supplied
Typical usage levels are 1% to 10%, depending on the desired texture, effect, viscosity etc. Can be used in creams, lotions, gels, bodycare etc.The final formulation pH should be in range ~5-7.5 to maintain stability and skin compatibility.
